clock 13 Jun, 2019 comment 0 Comments

This includes the Schedule 70, a massive schedule centered around information technology. MAS vendors provide over 10 million commercial products and services to both federal and state/local agencies. Approximately $31 billion dollars are spent...

The ceiling on the contract is $3 billion and is expected to last 5 years. The first-generation TACCOM also had a ceiling of $3 billion, but the actual spend was roughly $774 million per EZGovOpps data. CIO-SP3 SB Hit by Protests and Claims in Latest On-ramp

clock 30 Apr, 2019 comment 0 Comments

CIO-SP3 Small Business (SB), one of the vehicles in the CIO-SP3 program, was created to provide custom information technology (IT) solutions and services for five different socio-economic set-asides. This vehicle has been relatively successful since its original awarding in 2012, with a number of small businesses outgrowing their SB status while providing CIO-SP3 services. Unfortunately, there have been some snags in the latest on-ramp. Biswas Information Technology Solutions, Chags Health Information Technology, ESAC Inc., Trillion Technology Solutions, and Shivoy Inc. all filed protests with the...

Veterans Administration Increases VOSB and SDVOSB Small Business Spending Goals

clock 26 Apr, 2019 comment 0 Comments

You may recall a landmark court case three years ago that made it all the way up to the Supreme Court; a service-disabled, veteran-owned small business (SDVOSB), Kingdomware Technologies, took on the Veterans Administration (VA) over “the rule of two”. The rule of two, which is laid out in Congress’ 2006 Veterans Act, states that if the VA finds that there are at least two veteran-owned small businesses (VOSB) or SDVOSBs capable of doing the work, the contract must be...

Army’s $82B LOGCAP V Logistics Contract Awarded

clock 16 Apr, 2019 comment 0 Comments

For decades, United States regional combatant commands, service component commands and other military organizations have leveraged the Logistics Civil Augmentation Program, aka LOGCAP, to acquire construction, supply, logistics and other services. The first three LOGCAP contracts were awarded to single bidders in each round of competition. LOGCAP IV, awarded in June 2007, was split between three companies. Now in 2019, four prime contractors have been awarded positions on the fifth iteration of the 10-year (five year and five option years),...

GSA ALLIANT 2 Small Business Awards Rescinded After Protest

clock 28 Mar, 2019 comment 0 Comments

Bad news for any of the 81 small businesses that were awarded a place on the decade’s largest IT contract. For the 10-year $15 billion ALLIANT 2 IT services contract vehicle, the court of federal claims has just ruled that the General Services Administration (GSA) will have to re-score every single bid for the small business portion. Since March 14, 2018, there have been various protests submitted to the U.S. Government Accountability Office (GAO) over the awards, and while many...

DUNS Numbering Service to be Replaced by Ernst & Young

clock 18 Mar, 2019 comment 0 Comments

We’ve seen this coming for a little while now. The GSA released a Request for Information (RFI) and draft Performance Work Statement (PWS) back in October 2017 for Entity Validation Services for the predicted replacement of the Dun & Bradstreet’s Data Universal Numbering System (DUNS). The DUNS is a proprietary identifier that has been used for decades. There was a desire to use these numbers across the government, however the contract between Duns & Bradstreet and the GSA dictated that the...

FY2020: Trump Defense Budget Proposal Features 4.9% Increase in Defense

clock 18 Mar, 2019 comment 0 Comments

Given China’s and Russia’s rapidly increasing military abilities, it is not surprising to see Trump pushing for an increase in the Defense budget. With the 4.9% proposed increase, the fiscal year 2020 defense budget tips in at a hefty $718 billion (including $164 billion in overseas contingency funds). 4.9% comes out to $33 billion for the bean counters. Some of the more interesting items tucked into the FY2020 budget include $14.1 billion for space-based investments including improvements to missile warning...
