While the General Services Administration decided to cancel on-ramp awards for new 8(a) Small Businesses in the 5b Pool of OASIS back in August, they proceeded to make 123 awards for Pools 1, 3, and 4 for unrestricted business. The three pools of the OASIS professional services contract were anticipated to have 120 awards, several companies received tied scores. This led to Pool 1 receiving 42 new companies, Pool 3 receiving 40, and Pool 4 receiving 41. Over 20 companies received spots on more than one pool.

Assuming no firms successfully file protests over not being selected for an award, this will end any further OASIS awards moving forward. Both unrestricted and small business awards have now been made for Pools 1 through 4 for the latest on-ramp. In total across all 6 pools, there are 665 small business awards and 255 unrestricted awards.

The GSA’s reasoning for not proceeding with additional on-ramping for the 5b pool was because there was not sufficient interest from prospective bidders to have a legitimate competition. Pool 5b of OASIS covers research and development endeavors that would include space vehicles, guided missiles, propulsion units, and other related parts and services.
