A Closer Look at OASIS SB Spending

After writing about the Army’s move from SETAC contracts (worth $997 million under the current vehicle) to OASIS SB, and the top NAICS codes across all Federal contracting activity: EZGovOpps is now taking a closer look at the top  NAICS codes for OASIS SB and how that could be affected by the SETAC move.

OASIS SB has only been active since the end of Fiscal Year 2014, but it has already accrued a large number of contracting dollars. With 673 total task orders since September 2014, the multiple-award, indefinite delivery/indefinite quantity (MA-IDIQ) contract has provided for $2,707,921,723.75 in obligated funding. Before diving deeper into OASIS SB spending, it is important to note that certain NAICS codes under the OASIS SB vehicle can be awarded to companies which meet that small business standard for the NAICS code, or the companies that fall under the “NAICS Code Exceptions,” which raise the small business size standard for certain activities that fall within the NAICS code. For this MA-IDIQ, there are 6 NAICS Code Exceptions along with 28 standard NAICS codes. With that small explanation out of the way, let’s take a look at the top 6 NAICS codes by awarded dollars through OASIS SB:

While 541611 -Administrative Management and General Management Consulting Services- is only the 4th highest NAICS code in OASIS SB spending, it has been awarded the most total task orders, at 187.

As you can tell, 541712 -Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)- has taken a majority of obligated funding (over $1.3 billion) through both the traditional NAICS code and the exceptions for that NAICS code which fall under categories including: Aircraft, Aircraft Engine and Engine Parts. The second NAICS code which has accrued the most funding is 541330, for Engineering Services.

According to Federal data compiled by EZGovOpps, the 9 awarded SETAC 2010 contracts have accrued over $509 million in obligated spending since their start, with a primary NAICS code of 541712. With those opportunities moving to OASIS SB by the end of 2018, under the new SETAS umbrella, the 541712 is set to remain as a highly lucrative NAICS code for this MA-IDIQ.
