JE-RDAP, Another Chem-Bio Program Coming Soon

UPDATE: On November 1, 2017 Army Contracting Command-Natick, Massachusetts announced the award of JE-RDAP to 170 awardees, out of 178 bids received. The awardees will share the $8,276,161,000 award with a completion date in 2027. 

The US Military is fielding two major contracts, worth $8.27 billion and $980 million, through the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) and the Defense Threat Reduction Agency. With both contracts centered, in part, on Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) intervention and response, these will present important federal procurement opportunities for specialized service providers. Building off our prior analysis of the $980 million DTRA contract, EZGovOpps is now bringing you an exclusive look at the massive $8.27 billion contract which is still accepting proposals.

JE-RDAP

                The JPEO-CBD fielded contract, known as the Joint Enterprise Research, Development, Acquisition, and Procurement (JE-RDAP) omnibus contract, is $8.27 billion multiple award-indefinite delivery/indefinite quantity contract (MA-IDIQ) intended to strengthen national CBRNE defense systems and capabilities. As the title states, this contract is intended to support these projects all the way from the research stage, through development, to the production and prototyping/implementation of CBRNE systems, capabilities, equipment, supplies and material; installation protection; radiological/nuclear defense systems, and CBRNE information systems. Specifically, RDAP task orders will follow this acquisition model, outlined in DODI 5000.02:

  • Materiel Development Decision (MDD)
  • Materiel Solution Analysis Phase
  • Technical Maturation/Risk Reduction (TMRR) Phase
  • Engineering and Manufacturing Development (EMD) Phase
  • Production and Deployment (P&D) Phase

Other major contracts fielded by the JPEO-CBD include the OPETS IDIQ and the JE-CLaSS IDIQ. The OPETS IDIQ, awarded in 2012 to 70 companies, was divided into six unrestricted competition service domains including logistics and information technology with a maximum value of $495 million. Major incumbents include CACI Technologies, SAIC, and Engility Corporation. The JE-CLaSS IDIQ is a $900 million contract for further performance based logistics and support services to fielded CBRNE defense systems. JE-CLaSS contracts were awarded in January 2016 to awardees including K.D. Analytical Consulting, Inc., Camber Corporation, and Engility Corporation.

Small Business Opportunities

While this opportunity is mainly tailored towards full-and-open competition, the government intends to have a maximum of $5 million in set-asides per year for small businesses. Following FAR 19.5, the government has determined that the following four NAICS codes are most applicable:

  • 541511 Custom Computer Programming (size standard – $27.5M)
  • 541512 Computer Systems Design (size standard – $27.5M)
  • 541711 Research and Development in Biotechnology (size standard – 500 employees)
  • 541712 Research and Development in Physical, Engineering and Life Sciences (except Biotechnology) (size standard – 500 employees)

The original period of performance for RDAP will consist of one 10-year base period, with a possible one-time extension of 5 years. While not yet mandated, the government is expecting on ramp opportunities during year 3 and year 6 of the base performance period.
