The $13.4 billion Small Business Enterprise Applications Solutions contract vehicle known as SBEAS is a follow on to the Air Force’s original NetCents 2 Application Services Small Business contract. The Air Force will use SBEAS to acquire IT systems, software development, cybersecurity, configuration management, deployment, technology modernization, training, operations, commercial off-the-shelf product management, business analysis for IT programs, information display services, and data/information services.
Like the original NetCents, it has been fraught with protests, including 37 total protests from 27 companies over the past year. These protests all concerned companies being eliminated from the competitive range. Only one protester secured a position: Salience Technologies. All other protesters were denied, withdrawn or dismissed by the Government Accountability Office (GAO), with the last of the denials on 12-17-19.
