DHS to be Releasing PACTS III Services IDIQ in Q4 for SDVOSBs

The Program Management, Administrative, Operations (Clerical), and Technical Services program, aka PACTS III, is the third iteration of the multiple-award contact (MAC) IDIQ for non-IT services utilized by the Department of Homeland Security (DHS). The solicitation for this contract vehicle is expected to be released in Q4 FY2022 and awarded in Q3 FY2023. It is specifically targeted for service-disabled veteran-owned small businesses (SDVOSB) with 541611 and 561110 NAICS codes. The value ceiling is $1.5 billion.
The previous PACTS I had contracts in four Functional Categories (FC). These were Program Management, Administrative Support, Technical Support, and Clerical Support, and there could be only 10 or less awardees for each FC. The following vehicle, PACTS II, reduced the FCs to two, Program Management and Technical, and Administrative and Operations with similar limits on awardees. PACTS III appears to be following a similar structure to PACTS II.
What will DHS be looking for?
The Program Management services comprises both administrative and general management consulting services. This consists of financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, and business process improvement. Other services may include general management consulting that provides a full array of administrative; human resource; marketing; process, physical distribution/logistics, and similar.
The Process, Physical Distribution, and Logistics Consulting services includes support for productivity improvement; quality assurance/quality control; inventory management; distribution networks; warehouse use, operations, and utilization; transportation and shipment of goods and materials; and materials management and handling.
Engineering services involves the design, development and utilization of machines, materials, instruments, structures, processes, and systems. Activities may include provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects and related services.
Environmental, Technical & Other Scientific Consulting services includes support on environmental, scientific, and technical issues. This may involve environmental contamination from pollutants, toxic substances, and hazardous materials, identify problems (e.g., inspect buildings for hazardous material), measure and evaluate risks, and recommend solutions. Provide expertise support in areas, such as air and water quality, asbestos contamination, remediation, and environmental law. Also provide sanitation or site remediation consulting services.
Administrative and Operations Services consists of day-to-day office administrative support services such as financial planning, billing and recordkeeping, and personnel. Moreover, the contractor shall provide a range of business operations support services to include letter drafting; document editing or proofreading; typing, word processing or desktop publishing; and other secretarial services, answering telephone calls and relaying messages to clients, postal and mailing services and one or more other office support services, such as facsimile services, and word processing services.
Court Reporting and Stenotype Services includes verbatim reporting and stenotype recording of live legal proceedings and transcribing subsequent recorded materials and any other business support services (for example address bar coding services, bar code imprinting services, and mail presorting services).
