Army’s $10B ITES-4H IT Contract is Released

Published on August 25, the Army has released it’s highly anticipated ITES-4H contract. The IT Enterprise Solutions hardware vehicle has a ceiling value of up to $10 billion for procuring enterprise IT goods. The length of the contract is the typical 5 years and 5 option years.
Manufactured product categories the Army is seeking are broken down into seven catalogs. They consist of purchasing and/or leasing desktop and laptop computers, thin clients, computer servers, workstations, storage drives and systems, imaging equipment, networking equipment and cabling, support devices, product ancillaries (equipment cabinets, racks and mounts), peripherals (including monitors, audio, input devices), video teleconferencing (VTC) products, displays (Plasma, LCD, LED, high-definition televisions, HDTVs), scanners, Everything over Internet Protocol (EoIP) products, communication devices, power devices, and software provided as part of the end-to-end solution (includes Joint/Enterprise License Agreements (J/ELAs), DOD Enterprise Software Initiatives (DOD ESI), Information Technology Enterprise Solutions – Software 2, associated warranty services and other related items.
The Army is also looking at solutions for leasing data processing, storage, and computing resources which would be placed on location.
A minimum of 17 intended awards are to be given with plans to reserve 7 of them for small business. The breakdown for small business concerns is as follows: Small Business (SB) 22%, Small Disadvantaged Business (SDB) 5%, Women Owned Small Business (WOSB) 4%, HUBZone-Certified Small Business (HUBZone) 2.5%, Veteran-Owned Small Business (VOSB) 3%, and Service-Disabled Veteran-Owned Small Business (SDVOSB) 2%. Also, a 10% price evaluation preference goes to HUBZone offerors for supplies.
There is a stipulation that the small businesses must be in the competitive range to be awarded. Interested parties should have their proposals in by September 24th to be considered in the running.
