The DHS Office of Procurement Operations (OPO) is planning to release the FirstSource III requirements draft by the end of June. As of May 19th, a short document which contains the scope of the draft was made available on beta.sam.gov.
FirstSource III is a large-scale Indefinite Delivery, Indefinite Quantity (IDIQ) contract for commercial IT commodity products and services. The previous DSH-wide FirstSource II contract was awarded back in 2012 had a $3 Billion ceiling. It will be coming to a close on Sept 15, 2020. Acquisitions for the new iteration will cover three key areas: IT commodities and related operations and maintenance (O&M) services, IT services for delivery, configuration, installation, and training for the IT commodities, and managed services for IT commodities.
DHS will be awarding FirstSource III to small businesses with five separate set-aside tracks. This includes four small business socio-economic contracting programs including 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and (4) Women-Owned Small Business (WOSB). The final track will be set-aside for all qualified small businesses (including all small businesses and socio-economic designated small business).
