While Congressman Mac Thornberry (R-Texas) was releasing draft legislation to eliminate the Defense Information Systems Agency (DISA) by 2021, DISA released a Draft RFP for a new, massive $8 billion opportunity for an integrated, DOD-wide cloud service offering (CSO). The new Indefinite-Delivery/Indefinite-Quantity (IDIQ) will be known as the Defense Enterprise Office Solution (DEOS), and while separate from the JEDI program we’re continuing to cover, DEOS may have some of the same elements as JEDI that some in the industry have criticized.

According to the draft Statement of Objectives, DEOS “will unify and modernize legacy DISA IT enterprise services such as DoD Enterprise Email (DEE), DoD Enterprise Portal Service (DEPS), Defense Collaboration Services (DCS), and other disparate DoD-wide legacy enterprise collaboration, voice/video, and productivity capabilities.” This will include work on the Sensitive-but-Unclassified NIPRNet and the Secret-level SIPRNet environments.The procurement effort is viewed by DISA as a move towards the planned Joint Information Environment (JIE). something EZGovOpps discussed in the relation to the Joint Regional Security Stack (JRSS) currently being fielded.

Similar to JEDI, DEOS is planned as a 5-year base, 10-year total IDIQ opportunity. Much like the most-criticized portion of the JEDI procurement: DEOS is also currently planned as a single-award contract. The Draft RFP includes a small-business subcontracting provision of 13%, and appears to leave open the option for contractor teaming and joint ventures. Aside from a Small Business Subcontracting Plan, the RFP will require non-small business contractors to submit a detailed Small Business Participation Document which “demonstrate the ‘specifics’ or the ‘how’ or the ‘details’ of the offerors’ firm intentions to maximize the utilization of small businesses.”

With a primary NAICS code of 541512 -Computer Systems Design Services- the associated Statement of Objectives (SOO) provides 10 task areas including Subscription Licenses, Subscription Licenses, User & Data Migration, and Training.
