You might be wondering where the NIH Information Technology and Acquisition Assessment Center’s (NITAAC) CIO-SP4 IT services vehicle’s final solicitation is. You are not alone. With a ceiling of $40 billion, many firms are eyeing this GWAC closely. Like with most things delayed or cancelled, COVID is mostly to blame as it slowed down NIH’s approval of the contract’s business case. Like dominos, this caused a delay in getting approval from the Small Business Administration’s (SBA) Procurement Center Representative (PCR).
The Office of Management and Budget currently has the draft copy of the CIO-SP4 business case in hand and has given verbal authorization to publish the RFP once all signatures have been acquired. The final signature needed is the Senior Procurement Executive (SPE) at Health and Human Services (HHS), which NIH’s acting director Brian Goodger expects to be sometime next week. You know we are talking about the federal government with this many acronyms.
Goodger reminded federal purchasers that while they wait for CIO-SP4, CIO-SP3 and CIO-SP3 Small Business are still good, viable options for meeting procurement needs. That is not only now, but for five years after the task orders have been placed.
