UPDATE: While MICC continues to work on the new ARPT opportunity, the original incumbent has been awarded a bridge contract for continued services. TrueTandem, LLC was awarded a 6-month task order on December 27th through its GSA Schedule contract for a currently unspecified amount, according to the released Limited-Source Justification.
U.S. Army Mission and Installation Contracting Command (MICC) in Fort Sam Houston is planning a contract for full-scope services for the Army Reserve Portal Tool (ARPT) in support of the U.S. Army Reserve. In an effort to spur more small business contracting activity, the Army intends to solicit the opportunity as a 100% small business set-aside, and is seeking input from contractors for a better understanding of the viability of such an effort.
As the Army Reserve Command describes their mission:
The United States Army Reserve Command, is responsible for training and readiness of a force of more than 200,000 Soldiers and Civilians with a “footprint” that includes 50 states, five territories, and more than 30 countries. The Army Reserve is a critical force provider of trained and ready units and Soldiers providing full spectrum capabilities essential for the Army to fight and win wars and respond to homeland emergencies on behalf of the American people.
The Army Reserve Portal Tool, based on Microsoft SQL and SharePoint services, supports 40,000 users as a “content discovery processing platform” on an Army Reserve Enterprise network which spans 840 remote sites. While this doesn’t quite compare to some of the huge number of sites and users for other systems that are currently being competed for, like the Navy’s NGEN and ePS contracts, that may still be a large undertaking for some interested small business contractors. However, the Army is willing to move forward with the procurement as a 100% small businesses set-aside if only 2 or more small businesses respond properly to the sources-sought notice. Those responses are due on September 22nd.
This opportunity would require the contractor to furnish all of the personnel, equipment, and services necessary for providing technical support services for ARPT, as well as updating the system with new additions like cloud technology. The opportunity is anticipated to have a primary NAICS code of 541519 — Other Computer Related Services, with a period of performance of a 1-year base period and two 1-year options. The current incumbent is TrueTandem, LLC, with a contract through GSA’s IT Schedule 70.
