MCLOGSS set for possible recompete in 2018

2017 may have just begun, but savvy government contractors are looking ahead to 2018’s biggest re-compete contracts. The Marine Corps Logistics Support Services contract, or MCLOGSS, is one of the most intriguing opportunities expected in 2018 when the current iteration expires in May.

MCLOGSS is a multiple-award indefinite delivery/indefinite quantity (MA-IDIQ) contract worth $855 million. Its purpose is to provide support for the Marine Corps Logistics Command, or LOGCOM.

The purpose of MCLOGSS is to “enhance operational level support/services.” It was adopted after LOGCOM was tasked with refocusing its mission. Today, LOGCOM’s mission is to provide worldwide logistics, supply chain and distribution management, maintenance management, and other logistics management to maximize readiness.

The Marine Corps decided to use a MA-IDIQ instead of contracting each task order individually in order to be ready to act quickly to support troop needs. Because of this need for quick response, MCLOGSS requires a wide range of knowledge and expertise from its awardees. The previous iteration’s solicitation specified that contractors might be called upon to simultaneously provide support to multiple organizations with competing priorities, making management capabilities a must.

The Marine Corps LOGCOM is located in Albany, Georgia, but the contract requires worldwide availability.The Marine Corps may be soliciting MCLOGSS in the next year.

The contract’s last iteration was awarded through full and open competition, but had set-asides for 8(a)  and other small businesses at the task order level. The awardees designated as Restricted Suite companies are:

During the last MCLOGSS solicitation, contracting officers required small businesses to submit offers for all ten task areas, even though only three are set aside, as part of the government’s best value decision process.

Though the lack of explicit setasides on the contract level is a challenge for small businesses, MCLOGSS offers plenty of opportunity for these companies. From 2014 to 2016, MCLOGSS small businesses were awarded over $65 million in task orders.
