The U.S. Navy has chosen nine companies for a potential eight-year, $249.7 million contract to help the Navy design and produce unmanned hardware and software platforms. The Department of Defense has explained these awardees will compete for task orders to provide technical support services for unmanned waterborne and underwater mine countermeasures systems. The aforementioned technical support includes the following services: specification and design, fabrication, installation, test and evaluation, fielding, maintenance, training, and configuration and program management of hardware and software in support of surface and subsurface unmanned maritime systems engaged in waterborne and underwater mine countermeasures.
The indefinite-delivery/indefinite-quantity (IDIQ), multiple-award contract (MAC) has an initial value of $118.8 million and will take place over a four-year base period. The period of performance for the base award is from June 15, 2021 through June 14, 2025. Seventy-five percent of the work will be performed in San Diego, California. The remaining twenty-five percent will be performed outside of the continental U.S.
The contract also includes four one-year option periods. If the Navy elects to implement all four one-year option periods, the contract will reach the ceiling amount of $249.7 million, and the period of performance will extend through June 14, 2029.
These nine awardees will be able to to compete for task orders during the ordering period. No funds will be issued at the time of award. Instead, fiscal 2021 funds will be obligated as task orders are issued using allocated funds from the Navy and Department of Defense (DOD). These include operation and maintenance, other procurement, R&D, test, and evaluation funds as well as general working capital from the DOD.
In total, there were 13 responses submitted to the Naval Information Warfare Systems Command’s request for proposal (N66001-21-R-0014) for this multiple-award contract.
